ILO Local Development for Decent Work This Local Development and Decent Work (LDDW) Resource Kit was conceived and developed in the framework of the Philippine National Action Plan for Decent Work (2002-2005) that was adopted by the Philippine Government, employers’ organizations and trade unions in 2001.The LDDW Resource Kit is a collection of easy-to-use tools, designed to help development planners and practitioners make better choices, integrating decent work issues into local planning and implementation frameworks. It deals with a wide range of topics concerning local economic growth, job creation and job preservation, improvement of the quality of jobs, making local development benefit the poor, ensuring equal opportunities for all, protection of rights, and promotion of voice, representation and social dialogue in local governance.

Let's organize! A SYNDICOOP handbook for trade unions and cooperatives about organizing workers in the informal economy This SYNDICOOP Handbook is designed to help replicate the approach by serving as a resource for trade union and cooperative organizers and trainers. It was finalized by members of the International Steering Committee of the SYNDICOOP Programme, mainly comprising representatives from the ICFTU, ICA and ILO together with National Steering Committee members from all four programme countries as well as project staff.

An inventory of tools useful for the cooperative sector Draft, 18th of September 2008 This inventory includes tools used by those involved with cooperatives in Africa, who attended the COOPAfrica Technical Workshop on Tool Development, held at the Cooperative College of Kenya between the 27th and 29th of August, 2008. Social Analysis Systems – Concepts and Tools for Collaborative Research and Social Action This is a step-by-step guide to assist you create profiles of the parties involved in a core problem or action, illustrated with numerous graphs and tables for practical support to each exercise. Social Analysis CLIP bases the profile on four factors: 1) power, 2) interests, 3) legitimacy, and 4) existing relations of collaboration and conflict. The technique allows you to describe the characteristics and relationships of key stakeholders in a concrete situation (such as a conflict of interests among upper-class stakeholders) and to explore ways to resolve social problems (such as building trust or empowering marginalized groups). This guide was presented and discussed on the occasion of the course on Strategies for LED, run by the International Training Center (ITC) of the ILO in Turin in May 2008.

Sensitization Workshop – “The LED Café” A richly-illustrated training manual created for facilitators and local stakeholders to help carry out large-scale events on Local Economic Development (LED): the LED Café. The main objective of this participatory event is to make participants familiar with modern concepts of LED and by this, opening up new perspectives on how to improve living conditions in their respective territories. The manual also offers check-lists and time-tables on organizational details. Moreover the publication gives you various options regarding the implementation of the method, so that you can adapt it to different types of LED-events and projects. It can even be combined with other elements and tools, which you know and may want to apply as well. Sensitizing Package on Local Economic Development. Module III: How to plan and implement an LED strategy A slide presentation on the mechanism and implementation of LED strategies. It is a clear and simple guide on the needs for, mechanisms of and evaluation material for LED practitioners to organize for, implement and assess LED policies. It draws from the 1999 Interagency Human Development Program for Mozambique to illustrate a case of best practice of LED. It can also be used as a tool for training and includes a practical SWOT matrix for evaluation exercises. This guide was presented and discussed on occasion of the 2007 course on Strategies for LED, run together by the ILO offices in Geneva and Bangkok and the International Training Center (ITC) of the ILO in Turin.
