Mainstreaming Gender in Local Economic Development Strategies: A GuideThis guide is designed to assist LED practitioners – staff from international organizations, international development agencies and local authorities– in identifying and addressing the sometimes different needs and priorities of women and men, facilitating their full participation at every stage of the LED process, and contributing to gender equality objectives and outcomes.
Using this guide will enable practitioners to: understand why gender equality should be pursued at the local level; be aware of the barriers to women’s participation that may be encountered; and identify and implement strategies for addressing gender concerns throughout the LED process.
Since gender mainstreaming should be context-specific, the recommendations made must be considered as indicative guidelines rather than recipes for action. BALANCING PRIVATE SECTOR DEVELOPMENT AND LOCAL-CENTRAL RELATIONSAlthough academics, civil servants and non-governmental organizations
involved in development have continued to promote policies for local
economies, many localities fail to catch up with average national
development patterns. The body of knowledge on this topic has been
split into two parts: private sector development (PSD) and local-central
relations (LCR). This article argues that, in order for policies to be
effective, PSD and LCR should be analysed simultaneously. Drawing
on evidence from empirical work conducted in South-East Asia, the
article offers policymakers some ways forward. Important features to
be reckoned with are the sequencing of policies, the problem of
historically rooted disabling institutions, the benefits of local enabling
institutions, ethnic tensions and structural opposition from central

Distance learning course in Management of Local Development Available in English, Spanish and PortugueseThe Course in Management of Local Development aims to boost personal and institutional capabilities in terms of the design, implementation and evaluation of sustainable local development strategies and policies appropriate to the local socio-economic context and designed to improve the quality of life in a given territory. The Enter-Growth Project Sri LankaApplying a market development lens to an ILO local enterprise development projectThe ILO Enterprise for pro-poor growth project (Enter-Growth, 2005-2009) has had significant success in achieving local economic development in four Sri Lankan Districts. A major aspect of Enter-Growth's success is to have facilitated systemic changes in the markets that poor people interact with, which in turn has led to wider and more sustainable impact. To do this, Enter-Growth has followed a market development approach. Enter-Growth is, in fact, one of only a few pioneering projects internationally, which has attempted to deliver a more systemic approach to private sector development.
