The Enter-Growth Project Sri LankaThe ILO Enterprise for pro-poor growth project (Enter-Growth, 2005-2009) has had significant success in achieving local economic development in four Sri Lankan Districts. A major aspect of Enter-Growth's success is to have facilitated systemic changes in the markets that poor people interact with, which in turn has led to wider and more sustainable impact. To do this, Enter-Growth has followed a market development approach. Enter-Growth is, in fact, one of only a few pioneering projects internationally, which has attempted to deliver a more systemic approach to private sector development.
ILO Local Development for Decent Work This Local Development and Decent Work (LDDW) Resource Kit was conceived and developed in the framework of the Philippine National Action Plan for Decent Work (2002-2005) that was adopted by the Philippine Government, employers’ organizations and trade unions in 2001.The LDDW Resource Kit is a collection of easy-to-use tools, designed to help development planners and practitioners make better choices, integrating decent work issues into local planning and implementation frameworks. It deals with a wide range of topics concerning local economic growth, job creation and job preservation, improvement of the quality of jobs, making local development benefit the poor, ensuring equal opportunities for all, protection of rights, and promotion of voice, representation and social dialogue in local
governance.

This conference invites LED practitioners in the region to not only share experiences but to identify the key challenges for LED in the region as well as discuss lessons learnt in different locations. Practical examples of LED approaches and results, such as public-private dialogue, employment creation and decent work, more competitive business and financial services, and how to create a vibrant business environment, will be presented and discussed. The programme also includes discussions on how LED can be an effective response to the economic crisis. The conference will have a forward looking approach, encouraging the participants to identify actions to bring LED up a level in the region.
Projects/organisations with LED approach in the region are invited to participate in the conference and present their LED experiences.
The conference will provide an excellent opportunity to meet with other LED projects in the region, get new insights in and increased knowledge of LED.

Inter Agency Conference on Local Economic DevelopmentThe Inter-Agency Conference on Local Economic Development (LED) took place from 22 to 24 October 2008 at the ILO’s International Training Centre (ITC) in Turin, Italy.
The conference was attended by some 130 participants from 50 countries and among these representatives from different United Nations agencies, bilateral development agencies, local governments, non-governmental organisations and indigenous peoples organisations

Building Strong Partnerships with the Private Sector for Better Jobs and InclusionPublic sector institutions increasingly understand that working with business at the local level is crucial for promoting quality jobs and social inclusion. Localities are gearing education and training to business needs. Some regions are upgrading local skills demand, working with business to improve productivity thus increasing the availability of good quality jobs. A collective response is required from industry, government, educational institutions, trade unions and community.
Decent Work through Local Economic Development, GhanaThis employment-focused project in Ghana will replicate a model for public-private dialogue and economic planning at districts level. The project will also contribute to knowledge development and capacity building to make policies addressing informality and poverty more effective. The project office is based in Accra.
The Worldwide Governance Indicators (WGI) projectGood Governance is one of the strong points of LED policies, as well as key element in the process of LED. WGI is a World Bank initiative that compiles aggregate and individual governance indicators for 212 countries and territories over the period 1996–2007. These data are organized by the Worldbank in six dimensions and gathered from surveys provided by a number of survey institutes, think tanks, non-governmental organizations, and international organizations in both industrial and developing countries collecting views on the quality of governance by a large number of enterprises, citizens and experts.
LED Radio: Globalisation and the Importance of PlaceThe LED Radio is an innovative methodology that has been employed in the course of the Inter-Agency Conference on LED, to discuss a current issue: globalisation, and its impact on poverty reduction strategies, the role of local economies and territorial competition and the future of local economic development strategies. The audience addressed their questions via SMS to the main speakers.
The six thematic Working GroupsOn the first day the Inter-agency Conference on LED, 22 to 24 October 2008, Turin, discussion around LED kicked off with six theme-specific working groups, involving each participant in a group of choice. The selection of topics was aimed at exploring goverance aspects of LED processes, their economic outcomes and their application to a varied field of socio-economic development practices, ranging from Indigenous People's rights to Value Chains upgrading to Public-Private Dialogue, etc.

Social Analysis Systems – Concepts and Tools for Collaborative Research and Social ActionThis is a step-by-step guide to assist you create profiles of the parties involved in a core problem or action, illustrated with numerous graphs and tables for practical support to each exercise. Social Analysis CLIP bases the profile on four factors: 1) power, 2) interests, 3) legitimacy, and 4) existing relations of collaboration and conflict. The technique allows you to describe the characteristics and relationships of key stakeholders in a concrete situation (such as a conflict of interests among upper-class stakeholders) and to explore ways to resolve social problems (such as building trust or empowering marginalized groups). This guide was presented and discussed on the occasion of the course on Strategies for LED, run by the International Training Center (ITC) of the ILO in Turin in May 2008.
Tools and Worshop Formats for Use in Local and Regional DevelopmentA practical guide on tools for use in local and regional economic development (LRED) initiatives, organized in tables comprehensive of time allowance, kit requirements and procedure of each illustrated exercise. The purpose of each tool is explained and they are all designed to be applied in a participatory way. This guide was presented and discussed on the occasion of the course on Strategies for LED, run by the International Training Center (ITC) of the ILO in Turin in May 2008.
Sensitizing Package on Local Economic Development. Module III: How to plan and implement an LED strategyA slide presentation on the mechanism and implementation of LED strategies. It is a clear and simple guide on the needs for, mechanisms of and evaluation material for LED practitioners to organize for, implement and assess LED policies. It draws from the 1999 Interagency Human Development Program for Mozambique to illustrate a case of best practice of LED. It can also be used as a tool for training and includes a practical SWOT matrix for evaluation exercises. This guide was presented and discussed on occasion of the 2007 course on Strategies for LED, run together by the ILO offices in Geneva and Bangkok and the International Training Center (ITC) of the ILO in Turin.
Designing regional Development AgenciesA concise, instructive, practitioners-targeted guide on how to set up and run Regional Development Agencies (RDAs): it informs on their structure and process, including knowledge, change and performance management. This guide was presented and discussed on the occasion of the course on Strategies for LED, run by the International Training Center (ITC) of the ILO in Turin in May 2007.
REDEL programme, Uruguay (Reactivation of Employment through local economic development strategies)Through a local economic development approach, the REDEL Programme aims at creating new jobs, improving the quality of existing ones and support micro and small enterprises. The programme has three main objectives: (a) Configuration and consolidation of an institutional environment favourable to the implementation of LED policies and strategies, strengthening the role of the Ministry of Labour; (b)Promotion of employability and access to the labour market; (c) Strengthening and improvement of territorial employment networks for MSE’s and formulation of active labour market policies.
AREA Programme, Argentina -Integrated Support Programme for the Reactivation of Employment in Argentina The AREA Programme is one of the core Technical Cooperation initiatives set up by the ILO in response to the economic and financial crisis in Argentina. It is funded by the Government of Italy and is implemented in association with Italia Lavoro SpA, a technical agency of the Italian Ministry of Labour. The Programme is aimed at providing the Argentinean Government with the technical support for the design and implementation of effective and comprehensive employment and labour market policies and institutions.
LED Story Nicaragua: The Competitivity Agenda, Planning DynamicallyTaking into consideration that economic and political spheres are not static
and enterprises have to adapt their strategies according to the fluctuations
of the market, it becomes necessary to have at hand flexible instruments
for economic planning. In Nicaragua, the Departmental Competitivity
Agendas, which are a flexible instrument of planning in the short and
medium term, are being introduced at the local level in a participative
manner. Here we present the process of the department of Granada.
LED Story El Salvador: Fostering Women Entrepreneurship to Fight PovertyIn El Salvador, 80% of women’s jobs are created in enterprises that are
owned by women. To develop and implement a model of recognition and
empowerment of female entrepreneurship, the Local Economic
Development Agency of the Department of Sonsonate has promoted a
Centre of Entrepreneurial Services for women, which has made it possible
for women to have access to business development services and to be
better represented in the local governance.
LED Story Philippines: Tripartism for Local GrowthMarikina is an exemplary city. Looking at its clean market and streets, peaceful river scenery and flourishing business activity, one would not guess that the city once suffered from industrial decline and social unrest. Dialogue among City government, employers’ and workers’ organizations was a first step in leading Marikina where it is today
Supporting Local Economic Development Strategies in Middle East & North AfricaThe Local Economic Development Strategies Conference in Amman, Jordan, gathered 188 attendees from 10 countries including Jordan, Egypt, Lebanon, Morocco, Palestine, Yemen, Italy, Switzerland, Germany and the United Kingdom. New strategies, tools and resources were identified and shared to maximize the quality, coverage and impact of LED initiatives in the Middle East & North Africa. In light of its regional impact, the Regional LED Conference received wide media coverage. LED Story Ghana: Rooting Public-Private DialogueIn Ghana, local economic activity stems to a large extent from small,
informal businesses. Their interests are hardly reflected in development
strategies, however, leaving their potential for economic growth and
poverty reduction untapped. This is different in two districts in the Central
Region. Here small business associations and the district government come
together to discuss and initiate LED initiatives deliberately including small
businesses.
ILO LED Outlook 2008The LED Outlook 2008 takes stock of the work done during 2007 and describes the main priorities of the LED Programme for 2008 in fields such as technical cooperation, capacity building, LED knowledge sharing events and international partnerships and networks. The LED Outlook 2008 is also available in Spanish and French.
